We, the officials and employees of the Commission on Higher Education in Region V, Legazpi City, adhering to the agency’s core values of fairness, integrity, teamwork, innovativeness, commitment and competence, are firm in the Commission’s resolve to ensure the attainment of empowered and globally competitive Filipinos through quality and excellence, relevance and responsiveness, access and equity and efficiency and effectiveness. In living up to these ideals, we firmly pledge to perform our duties and functions faithfully, ever mindful that the culture of excellence in all aspects of national life cannot be attained without people as individuals working for it with great effort, commitment
and sacrifice and that “PUBLIC OFFICE IS A PUBLIC TRUST”. Thus, we commit to:

a) guide and assist Higher Education Institutions to ensure 100% compliance with the minimum standards set forth by the Commission in the operation of programs;

b) conduct regular monitoring and evaluation of Higher Education Institutions in the region for the advancement of quality Higher Education;

c) take immediate developmental actions on the non-compliance of the stakeholders with the mandate of the Commission;

d) guide and assist Higher Education Institutions in institutionalizing and strengthening their four-fold functions such as instruction, research, extension and production;

e) maintain strategic alliance, partnership and strong networking with our stakeholders, GOs and NGOs;

f) ensure timely response to communications, queries and requests from the public we serve;

g) ensure the effective and efficient implementation and management of the Commission’s various scholarships and student financial assistance programs;

h) strive to innovate continually and enhance our operations, systems and procedures, and enrich and bolster manpower and the capabilities of the Commission to ensure quality service and satisfaction to our clientele.

As we continuously serve the public, we commit to sustain the strengthening of quality service that we provide and the human resource capabilities of the staff to fully comply with the Mandate of the Commission that would redound to our nation’s growth and advancement whether locally or globally.
