Our Mandate
Guided by Republic Act 7722, we are committed to transformational leadership that positions education as the central strategy for national growth and competitiveness.
Promote relevant and quality higher education (i.e. higher education institutions and programs are at par with international standards and graduates and professionals are highly competent and recognized in the international arena);
Ensure that quality higher education is accessible to all who seek it particularly those who may not be able to afford it;
Guarantee and protect academic freedom for continuing intellectual growth, advancement of learning and research, development of responsible and effective leadership, education of high level professionals, and enrichment of historical and cultural heritages;
Commit to moral ascendancy that eradicates corrupt practices, institutionalizes transparency and accountability and encourages participatory governance in the Commission and the sub-sector.

guide and assist Higher Education Institutions to ensure 100% compliance with the minimum standards set forth by the Commission in the operation of programs;
conduct regular monitoring and evaluation of Higher Education Institutions in the region for the advancement of quality Higher Education;
take immediate developmental actions on the non-compliance of the stakeholders with the mandate of the Commission;
guide and assist Higher Education Institutions in institutionalizing and strengthening their four-fold functions such as instruction, research, extension and production;
maintain strategic alliance, partnership and strong networking with our stakeholders, GOs and NGOs;
ensure timely response to communications, queries and requests from the public we serve;
ensure the effective and efficient implementation and management of the Commission’s various scholarships and student financial assistance programs;
strive to innovate continually and enhance our operations, systems and procedures, and enrich and bolster manpower and the capabilities of the Commission to ensure quality service and satisfaction to our clientele.

On May 18, 1994, CHED was established through Republic Act No. 7722, otherwise known as the "Higher Education Act 1994".
